In common with all other banking institutions, it saw PPI as a legitimate and profitable financial product to sell to its customers. It may have been one of the early adopters of this product, and perhaps its eagerness to promote PPI persuaded its executives to behave as unethically as those of all the other banks. Its selling of PPI policies followed exactly the same pattern is in all the other institutions: the policies that were sold were inappropriate or inadequate or unnecessary or were bundled into credit agreements without transparency or explanation.
